Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability afforded by up-to-date information. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems activated: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, probably provided by partner states. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that European nations are demonstrably unable to substitute in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through diplomacy or military means, from believing that the status quo will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a total frontline collapse until conditions improve in its benefit.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
